Rune of Crystal does not work

Hi Admin, I need help,

Rune of crystal does not work it says it removes the penalty for the next grade up to 5 levels.

With level 58 when I try to equip the A grade it still shows a penalty.

If this item does not work I would like you to return the dragon coin that I spent on it.
